Welcome to Clear Web. These Terms of Use govern access to and use of the website, user dashboard, accessibility scanner, scan reports, content, tools, and related services of Clear Web.
The service is operated by Imri Wainberg, VAT-exempt sole proprietor, Israel.

Use of the website or service, creating an account, performing a scan, viewing reports, submitting an inquiry, or using any part of the system constitutes acceptance of these Terms of Use and Clear Web’s Privacy Policy. If you do not agree to these Terms, do not use the service.
1. Definitions
In these Terms:
“Clear Web,” “we,” “us,” or “our” — the service, website, and activity operated by Imri Wainberg, VAT-exempt sole proprietor, Israel.
“Website” — the website available at clearweb.co.ilOpens in a new window. and www.clearweb.co.il, including any page, user dashboard, interface, system, content, component, or function included in it.
“Service” — the accessibility scanning platform, user area, website scanner, scan reports, scan history, user interfaces, service messages, CRM tools, content, business inquiries, professional services where offered, and any related Clear Web service.
“User” or “you” — any person, business, organization, representative, employee, contractor, customer, prospective customer, or other party who accesses or uses the service.
“Account” — a user account in Clear Web’s personal area, where created.
“Scanned Website” — any website, page, URL, domain, or digital asset that the user enters or requests to scan through the service, or that Clear Web reviews as part of permitted business activity.
“Scan Report” — an automatic, semi-automatic, or technical output generated through the service following a website scan, including scores, findings, descriptions, screenshots, HTML data, selectors, XPath, WCAG data, raw data, summaries, technical indications, or other technical information.
“Terms” — these Terms of Use, as updated from time to time.
2. Nature of the Service
Clear Web is a B2B platform for scanning websites, identifying possible technical findings, and presenting reports that help understand accessibility issues, technical quality issues, and user experience issues on a website.
The service is intended to help users identify possible technical findings, understand common issues, and receive an organized view of scan results. The service does not replace a full professional review, manual testing, user testing, screen reader testing, legal advice, professional opinion, accessibility certification, independent audit, or ongoing responsibility for the proper condition of the website.
The service may be offered free of charge, for payment, as part of a trial, under limited plans, or as part of separate professional services. Clear Web may set usage limits, including limits on the number of scans, number of pages, crawl depth, scan frequency, feature access, report retention, availability, infrastructure, resources, or any other limitation displayed in the system or determined by us from time to time.
3. General Terms of Use
Use of the service is subject to full compliance with these Terms, the Privacy Policy, applicable law, and instructions displayed in the system.
You undertake to use the service reasonably, lawfully, fairly, and in accordance with the purposes of the service. You may not use the service in a manner that may harm Clear Web, other users, third parties, computing infrastructure, scanned websites, privacy rights, intellectual property rights, confidentiality obligations, agreements, or any law.
We may, at our discretion and subject to applicable law, modify, restrict, suspend, discontinue, delete, or cancel any part of the service, in whole or in part, temporarily or permanently, including usage limits, features, reports, scans, accounts, future pricing, availability, interfaces, and infrastructure.
4. Age, Capacity, and Authorization to Act
The service is intended for business users aged 18 or older only, or for authorized representatives of a business, company, nonprofit, organization, customer, employer, or other professional entity.
By using the service, you represent that you are at least 18 years old, have legal capacity to enter into a binding agreement, and that if you act on behalf of a business, company, organization, customer, employer, or other third party, you have the appropriate authorization to do so and to bind that entity in relation to the use of the service, where relevant.
You may not use the service on behalf of any person, business, customer, organization, or other third party without appropriate authorization.
5. User Account
Use of the personal area and scanner may require creating a user account. Login may be done by email and password and/or through Google login, according to the options available in the system.
When creating and using an account, you undertake to:
- provide true, accurate, complete, and up-to-date information;
- maintain the confidentiality of login details;
- use a strong password and take reasonable precautions;
- not transfer the account to another person without approval;
- not create multiple accounts to bypass usage limits;
- not use a false, misleading, or unauthorized identity;
- notify us if you become aware of unauthorized account use;
- be responsible for any activity performed through your account, unless otherwise required by law.
We may refuse to open an account, restrict an account, suspend an account, delete an account, or terminate an account, with or without prior notice, if we believe there is reasonable cause to do so, including misuse, competitive use, unauthorized commercial use, security risk, breach of Terms, providing incorrect information, bypassing limits, future non-payment, legal risk, harm to third parties, or a reasonable operational need.
6. Authorization to Scan Websites and Permitted Uses
The service may allow entering public URLs for scanning. The fact that the system allows a URL to be entered does not grant you the right to scan every website, page, domain, or system.
The service is intended for legitimate business use, including scanning websites that you own, operate, manage, represent, work on, service, review for a customer, or have authorization or a lawful and reasonable basis to scan.
In certain cases, the service may also be used for limited scanning of public pages of other websites, for business evaluation, preliminary review, assessing suitability for Clear Web services, or presenting general findings, provided that the use is made in good faith, reasonably, non-aggressively, without bypassing restrictions, without harming any third party, and without violating any law, agreement, usage policy, privacy rights, intellectual property rights, or confidentiality obligation, and provided that it is not used for a prohibited purpose under these Terms.
The responsibility to ensure that the scan and use of the report are permitted rests with the user. If you are unsure whether you have authorization or a lawful basis to perform a scan, do not perform the scan.
We may, at our discretion and subject to applicable law, refuse to scan a certain URL, stop a scan, delete a report, block a domain, restrict an account, prevent access, or take other measures if we believe the scan is prohibited, problematic, dangerous, harmful to third-party rights, creates unusual load, is used for unauthorized commercial purposes, or exposes us to legal, security, or operational risk.
7. Prohibition on Scanning Private, Sensitive, or Dangerous Areas
Unless Clear Web has expressly approved this in writing as part of a dedicated service, the service may not be used to scan:
- password-protected pages;
- customer areas;
- private user areas;
- management systems;
- admin panels;
- intranet systems;
- internal systems;
- customer portals;
- forms containing non-public personal information;
- pages exposing confidential, sensitive, medical, financial, biometric, or minor-related information;
- pages not intended for public access;
- pages whose access requires bypassing a technical mechanism, authorization, block, or security measure;
- any page or system whose scanning may violate law, agreement, confidentiality obligation, usage policy, or third-party rights.
The service is not intended for authenticated scans, scans using login credentials, penetration testing, security testing, vulnerability detection, or scans of private systems.
8. Prohibited Uses
You may not use the service, directly or indirectly, for:
- scanning without authorization or without a lawful and reasonable basis;
- unusually broad, aggressive, or harmful scanning;
- scraping;
- crawling outside reasonable use of the service;
- security testing;
- penetration testing;
- vulnerability detection;
- load testing;
- stress testing;
- attempting to bypass usage limits;
- automated or multiple account creation;
- reverse engineering;
- attempting to decode, copy, duplicate, or bypass service mechanisms;
- using the service to develop, market, sell, or operate a competing service;
- using the service to provide commercial services to third parties without Clear Web’s prior written approval;
- selling, renting, distributing, or commercializing scan reports without approval;
- removing branding, credit, trademarks, links, or source markings from reports;
- harming, interfering with, or overloading service infrastructure;
- uploading or entering malicious links;
- scanning phishing websites, malware, fraud, or illegal content;
- violating privacy, confidentiality, intellectual property, or third-party rights;
- using reports in a misleading way;
- presenting a report as a legal approval, certificate, opinion, professional approval, or accessibility approval that was not actually given;
- any use that violates law or these Terms.
In the event of a breach or suspected breach, we may delete scans and reports, block a URL or domain, suspend or terminate an account, preserve logs and evidence, report to authorities or relevant parties where required or permitted by law, and take any other reasonable action to protect the service, users, and third parties.
9. Competitive Use and Unauthorized Commercial Use
The service, reports, content, templates, format, interfaces, methodology, data, and outputs are intended for legitimate use by Clear Web customers, prospective customers, and authorized users.
You may not use the service or reports to establish, operate, market, sell, improve, or support a service competing with Clear Web, including accessibility scanning services, automated accessibility reports, automatic testing tools, or similar commercial services.
You may not use the service to generate commercial profit from third parties, provide paid reports to clients, integrate the reports as part of another product or service, perform scans for clients on a commercial scale, or present Clear Web outputs as your own, unless you have received Clear Web’s express prior written approval or this is permitted under a dedicated paid plan.
We may restrict, block, or delete an account, scans, reports, or access to the service if we believe there has been competitive, unauthorized commercial, misleading, or improper use that does not align with the purposes of the service.
10. Proactive Business Reviews by Clear Web
Clear Web may conduct proactive business reviews of public pages on business websites, for the purpose of assessing suitability for services, initiating business contact, presenting general findings, and offering relevant services.
Such reviews are intended for public pages only and are not intended to access private areas, password-protected areas, internal systems, customer portals, or information not intended for public viewing.
Information collected as part of proactive business reviews and outreach to prospective customers will be handled in accordance with Clear Web’s Privacy Policy.
11. Scan Reports and Automatic Results
Scan reports are generated automatically or semi-automatically, based on technical tools, an automated browser, testing rules, data available at the time of scanning, and the website’s condition at the time of scanning.
Reports may include, among other things:
- scanned URL;
- domain;
- scan score;
- number of pages scanned;
- findings by severity level;
- WCAG criteria;
- issue descriptions;
- selectors;
- XPath;
- HTML snippets;
- screenshots of scanned pages;
- page titles;
- raw data;
- help links;
- possible indication of accessibility overlay detection;
- additional technical information.
Reports reflect the condition of the pages at the time of scanning only. A report may become outdated immediately after the scan due to content changes, code changes, plugin updates, third-party components, loading conditions, design changes, newly published content, or any other website change.
We may modify the structure, format, scoring method, rules, display, retention method, retention period, sharing options, and access to reports from time to time.
12. Accuracy and Reliance Limitations
The service and reports may contain errors, inaccuracies, false positives, false negatives, missing findings, irrelevant findings, undetected issues, or incomplete technical interpretation.
Scan accuracy may be affected, among other things, by:
- the condition of the website at the time of scanning;
- network availability;
- loading times;
- JavaScript rendering;
- browser behavior;
- anti-bot blocks;
- robots rules or access limitations;
- third-party components;
- popups;
- banners;
- cookie notices;
- dynamic content;
- personalization;
- A/B testing;
- real-time website changes;
- testing tool limitations;
- infrastructure limitations.
Detection of an overlay or accessibility plugin, where shown in the report, is automatic only and may be incorrect, partial, or outdated.
A scan report should not be relied on as the sole source for legal, business, regulatory, or professional decisions. Manual testing, user testing, screen reader testing, keyboard navigation testing, testing of key flows, and, where necessary, suitable professional or legal advice are recommended.
13. No Legal Advice, Approval, or Certification
The service, reports, scores, explanations, recommendations, WCAG references, and any other information displayed in the system do not constitute:
- legal advice;
- legal opinion;
- signed professional opinion;
- accessibility approval;
- certificate of compliance;
- approval by a service accessibility specialist;
- independent audit;
- undertaking of compliance with Israeli Standard 5568;
- undertaking of compliance with WCAG;
- undertaking of compliance with any law;
- undertaking that the website is accessible to every user;
- protection against a lawsuit, complaint, enforcement, fine, administrative penalty, or demand;
- undertaking that no additional accessibility issues exist.
Any use of information produced by the service is at the user’s sole responsibility.
14. Separate Professional Services
Clear Web’s self-service offering does not include, unless expressly agreed in writing:
- code fixes;
- WordPress fixes;
- UI component fixes;
- document accessibility remediation;
- full manual testing;
- screen reader testing;
- comprehensive keyboard navigation testing;
- legal advice;
- individual accessibility consulting;
- preparation of an accessibility statement;
- professional opinion;
- signed approval;
- services of a service accessibility specialist;
- ongoing maintenance;
- handling complaints or legal notices;
- representation before authorities, lawyers, or courts.
Clear Web may offer separate paid professional services, including manual reviews, accessibility fixes, consulting, accessibility statements, professional reports, or other services. Such services will apply only if agreed in a quote, order, work agreement, or separate service agreement.
If a separate agreement is signed between Clear Web and a customer, that separate agreement will apply to the professional or manual services described in it. These Terms of Use will continue to apply to general use of the website, personal area, and system, unless the separate agreement expressly states otherwise.
15. Use of Reports, Sharing, and Prohibition on Misrepresentation
Subject to compliance with these Terms, the user may use scan reports for internal purposes, testing, website improvement, and may share them with website owners, employees, developers, suppliers, customers, consultants, or other relevant parties for the purpose of addressing the findings.
You may not sell, market, commercially distribute, commercialize, copy at scale, present as part of a competing service, or use reports as the basis for a commercial service to third parties without Clear Web’s prior written approval.
You may not remove Clear Web trademarks, logo, credit, links, source markings, or branding from reports, unless permitted under a paid plan or written approval.
You may not present a scan report as though Clear Web approved, certified, signed, manually reviewed, provided a professional opinion, or determined that the website complies with law, unless Clear Web has provided a separate signed professional document expressly stating so.
If public sharing links for reports become available in the future, the user will be responsible for ensuring that sharing is permitted, does not unlawfully expose personal, confidential, or commercial information, and does not violate third-party rights.
16. Content and Information from Scanned Websites
Scans and reports may include screenshots, HTML snippets, selectors, XPath, text, page titles, links, raw data, and other content from the scanned website.
This information may include personal information, contact details, names, email addresses, phone numbers, business content, commercial information, confidential information, or content protected by third-party rights.
The user is responsible for ensuring that they have authorization and a lawful right to transfer such information for processing through Clear Web, and that use of the service does not violate any privacy policy, confidentiality obligation, terms of use, intellectual property rights, or law.
We may delete, restrict, hide, or prevent access to a report, scan, or data if we believe it includes sensitive information, personal information that should not appear in the report, confidential information, unauthorized information, prohibited content, security risk, or legal risk.
17. Privacy
Use of the service is also subject to Clear Web’s Privacy Policy, which explains how we collect, use, store, and share personal information and technical data.
When creating an account, the user is required to accept the Terms of Use and acknowledge that personal information will be processed in accordance with the Privacy Policy. Consent to receive marketing messages, where requested, will be separate and optional.
Clear Web may contact businesses and prospective customers through various business channels, including email, WhatsApp, and phone, subject to the Privacy Policy and applicable law. You may request to stop receiving business or marketing communications in accordance with the Privacy Policy.
18. Clear Web Intellectual Property
All rights in the website and service, including code, software, design, user interface, system structure, logo, trade name, trademarks, content, texts, documentation, report format, templates, methodologies, UI components, tools, ideas, know-how, and any other intellectual property, belong to Clear Web or the relevant rights holders.
You may not copy, duplicate, distribute, sell, rent, make available to the public, reverse engineer, create derivative works, remove ownership notices, or use any part of the service or brand without prior written approval, except for ordinary use of the service in accordance with these Terms.
You may not use the Clear Web name, logo, branding, screenshots of the system, reports, or commercial outputs of the service in a manner that may create the appearance of partnership, sponsorship, approval, certification, or commercial relationship not approved in writing.
19. User Rights in Scanned Website Content
Clear Web does not claim ownership of the scanned website, its content, or the rights of the user or third parties in the scanned website.
However, by entering a URL, initiating a scan, or using the service, the user grants Clear Web a limited, non-exclusive, worldwide, royalty-free license to process, scan, access, capture, store, analyze, display, technically reproduce, and use the scanned website content and scan data, only as necessary for:
- operating the service;
- performing the scan;
- creating reports;
- displaying results in the personal area;
- retaining scan history;
- providing support;
- security and misuse prevention;
- monitoring errors and improving the service;
- enforcing Terms;
- complying with law and protecting our rights.
This license is limited to these purposes and does not grant Clear Web ownership of the scanned website content.
20. Third Parties
The service may rely on third-party services for hosting, databases, email, login, analytics, advertising, error monitoring, future payments, invoices, storage, security, and operations.
These services may include, among others, infrastructure and hosting providers, database providers, email and sending providers, login providers, analytics and measurement providers, advertising providers, error monitoring providers, payment providers, invoice and receipt providers, contractors, developers, and other service providers.
Example providers may include Vercel, Neon, Zoho, Resend, Gmail, Google, Google Analytics, Google Tag Manager, Google Ads tags, Sentry where implemented, UPay if payments are enabled, Sumit for invoices and receipts, and similar or alternative providers.
We are not responsible for the availability, security, terms, policies, failures, restrictions, or actions of third-party services outside our control. Use of the service may also be subject to the terms and policies of those providers.
We may replace, add, or remove providers from time to time at our discretion, subject to the Privacy Policy and applicable law.
21. Payments and Future Paid Plans
As of the date these Terms were updated, the service may be offered free of charge with limitations. In the future, Clear Web may offer paid plans, subscriptions, add-ons, credits, professional services, or additional paid features.
If paid plans are enabled, the prices, billing terms, billing cycles, automatic renewal if applicable, cancellation options, plan limitations, and payment terms will be displayed on the pricing page, payment screen, order, quote, or purchase flow before payment is made.
Future payments may be processed through a payment provider such as UPay or other providers. Invoices and receipts may be issued through Sumit or similar providers.
Unless expressly stated otherwise during the purchase process or required by law, payments, usage fees, subscriptions, credits, and professional services are non-refundable after service provision begins, access is activated, scans are performed, credits are used, or professional work is performed. This does not derogate from rights that cannot be waived under applicable law.
Clear Web may approve a refund, credit, or alternative solution at its discretion, but is not required to do so unless otherwise required by law or a separate agreement.
If payment fails, a subscription ends, plan terms are exceeded, Terms are breached, or there is concern of misuse, Clear Web may restrict, suspend, or terminate access to paid features or to the service as a whole. Ending a subscription may result in loss of access to paid features, but the user account and information within it will be retained or deleted in accordance with the Privacy Policy, these Terms, and account settings.
Clear Web may change prices, plans, limits, and paid features, subject to reasonable notice where required or appropriate.
22. Support
Clear Web may provide technical support or customer service at its discretion and subject to availability. We do not commit to any specific response time, continuous support availability, resolving every issue, or adapting the service to any particular user’s needs.

Support, where provided, does not necessarily include code fixes, manual testing, legal advice, individual accessibility consulting, maintenance, custom development, or other professional services, unless expressly agreed in writing.
23. Report Deletion, Account Deletion, and Access Restriction
The user may be able to delete individual scan reports from the account, where this function is available in the system. After a report is deleted, it may not be recoverable.
The user may be able to delete the account independently or request account deletion by contacting us. Account deletion may delete or restrict access to the user profile, scan history, and reports connected to the account, except for information Clear Web is required or permitted to retain by law or for tax, accounting, security, fraud prevention, dispute handling, Terms enforcement, backups, or legal protection.
We may, at our discretion and subject to law, delete, restrict, block, suspend, or prevent access to any account, scan, report, URL, domain, data, result, or part of the service, with or without prior notice, if we believe there is reasonable cause to do so. Reasonable cause may include breach of Terms, misuse, competitive use, unauthorized commercial use, misleading use, bypassing limits, suspicious activity, security risk, legal risk, harm to a third party, unusual load, legal requirement, demand by a competent authority, or a reasonable operational need.
After an account, report, or data is deleted, the information may not be recoverable. Deleted information may remain in backup systems for a limited period according to backup cycles and will not be actively used except for restoration, security, legal compliance, error handling, or legal protection.
24. Availability, Changes, and Service Discontinuation
The service is provided on an availability basis. Clear Web does not guarantee that the service will be available at all times, uninterrupted, error-free, without data loss, or without malfunctions.
We may update, modify, replace, restrict, remove, suspend, or discontinue any part of the service, including features, reports, limits, interfaces, plans, pricing, availability, infrastructure, or support.
We may perform maintenance, updates, or changes that may cause temporary interruptions or changes in service functionality.
We do not undertake to retain reports, scan history, data, or accounts for any specific period, unless expressly stated otherwise or required by law.
25. Limited Warranty Disclaimer and No Warranty
The service is provided as is and as available, without any warranty of any kind, express or implied, except where required by law.
Without limiting the generality of the above, we do not warrant that:
- the service will be accurate, complete, continuous, secure, or error-free;
- reports will detect all accessibility issues;
- reports will be free of errors;
- the scanned website complies with any legal requirements;
- use of the service will prevent lawsuits, complaints, fines, administrative penalties, or demands;
- the service will be suitable for any specific purpose of the user;
- the service will be available at all times;
- data will not be lost;
- scan results will be identical between different scans;
- the service will work with every website, technology, browser, system, plugin, or third-party component;
- any link, information source, recommendation, or external reference will be accurate, available, or up to date.
Any reliance on the service or scan reports is at the user’s sole responsibility.
26. Limitation of Liability
To the maximum extent permitted by law, Clear Web, its owners, operators, employees, contractors, suppliers, or anyone acting on its behalf shall not be liable for indirect, special, consequential, punitive, or incidental damages, including loss of profits, loss of revenue, loss of data, damage to goodwill, loss of business opportunities, downtime, failures, third-party demands, accessibility claims, administrative penalties, fines, legal expenses, or damages arising from reliance on reports.
To the maximum extent permitted by law, Clear Web’s total liability for any claim, damage, or cause of action related to the service shall be limited to the amount actually paid by the user to Clear Web for use of the service during the three months preceding the event giving rise to the claim. For users who did not pay for the service, total liability shall be limited to NIS 100.
These limitations shall apply even if Clear Web knew or should have known of the possibility of damage, whether the cause of action is based on contract, tort, negligence, breach of statutory duty, product liability, unjust enrichment, or any other cause of action, all subject to applicable law and except for liability that cannot be limited or excluded by law.
27. Indemnification
The user undertakes to indemnify and defend Clear Web, its operators, employees, contractors, suppliers, and anyone acting on its behalf against any claim, demand, damage, loss, expense, liability, or cost, including reasonable legal expenses and attorneys’ fees, arising from or related to:
- unauthorized use of the service;
- scanning a website without authorization or without an appropriate lawful basis;
- breach of these Terms;
- violation of law;
- violation of privacy, confidentiality, or intellectual property rights;
- entering a URL, content, or information that you are not permitted to process through the service;
- misleading, prohibited commercial, competitive, or unlawful use of reports;
- a third-party claim related to a scanned website;
- breach of your obligations toward a customer, employer, website owner, or other third party;
- use of reports in a manner that caused or may cause damage, misrepresentation, demand, or any proceeding.
The indemnification obligation shall apply to the maximum extent permitted by law and shall not apply where the law does not permit it.
28. Publicity, Testimonials, and Use of Customer Name
Clear Web will not use a customer’s name, logo, or testimonial in publications, on the website, in marketing materials, or in a portfolio without appropriate permission, unless this is permitted by law or was published by the user in a clear public manner that permits such use.
If the user provides a testimonial, feedback, review, or publication approval, the user represents that they have authorization to provide it and that its use does not violate third-party rights.
29. Links and External Content
The website or reports may include links to external websites, documents, tools, guidelines, information sources, or services. These links are provided for convenience only and do not constitute approval, responsibility, or recommendation regarding those parties.
We are not responsible for the content, availability, security, policies, accuracy, timeliness, or actions of external websites and services.
30. Changes to the Terms
We may update these Terms from time to time. In the event of a material change, we will take reasonable steps to inform users, for example through the website, the personal area, or an email notice.
Continued use of the service after the Terms are updated constitutes acceptance of the updated Terms, to the extent permitted by law. If you do not agree to the updated Terms, you must stop using the service.
Where renewed approval is required by law or at our discretion, we may require the user to approve the updated Terms before continuing to use the service.
31. Governing Law and Jurisdiction
These Terms and any dispute related to them or to the service shall be governed exclusively by the laws of the State of Israel, without application of conflict-of-law rules.
Jurisdiction shall be vested in the competent courts in Israel, unless mandatory law provides otherwise.
32. Miscellaneous
If any provision of these Terms is found to be unlawful, invalid, or unenforceable, the remaining provisions shall remain in effect, and the problematic provision shall be interpreted or replaced by a valid provision that most closely reflects its original purpose, to the extent possible under law.
Failure to enforce any right or provision shall not be considered a waiver of it.
Rights or obligations under these Terms may not be transferred or assigned without Clear Web’s prior written approval. Clear Web may transfer or assign its rights and obligations in the event of restructuring, sale of activity, business transfer, merger, acquisition, or transfer of assets.
